Chris Emmas-Williams Councillor for Codnor and Waingroves attacks badly thought out greenbelt proposals for Codnor
The Planning Inspector's remit stated that parts of the existing greenbelt should ONLY be removed in 'EXCEPTIONAL CIRCUMSTANCES' . Cleary the proposed site at Crosshill Codnor, as set out on page 11 of the report, does not demonstrate this. When asked what the exceptional circumstances were to include this site I was told that it was accessible to local services, facilities and employment opportunities. This could apply to most sites in the Borough including those which were included in previous failed local plan submissions.
It fails to take into considerations is the lack of local infrastructure such as schools , dentists and local shops the nearest of which is half a mile from the site.
However, more important is road safety and transport. This proposal is on top of the potential 920 houses between Heanor and Ripley ,on top of the 400 already approved in Waingroves with no proposed improvements to an already over congested road network. For these reasons this proposal should be rejected.
In respect of the Gypsy/traveller site in Codnor. For over 40 years an informal site at the bottom of Alfreton Road has operated reasonably well and become accepted by local residents. Therefore, there seems no sense in the proposal for one between Codnor and Golden Valley. The proposed site sticks out like a sore thumb, cutting 0.5 hectares out of the greenbelt with no infrastructure and substandard access and egress is badly thought out. The National Planning Policy Framework states changes should be exceptional circumstances but also it must demonstrate a defendable boundary. This site meets neither of these requirements. Like a number of other sites just because the Borough Council won the site does not give credence to a poorly thought out and crass proposal
